    Featureless SACF from a stripped lower

    May one still:

    1) order a stripped lower online, ship to FFL, and DROS/pick up the receiver there for the purposes of building a featureless SACF?

    What about a complete lower that is CA compliant (either with no grip installed--I guess that would be semi-conplete--or a CA compliant grip installed)?

      Yep. It can even be "not compliant", because it's only a lower - it's not semiautomatic nor centerfire. Just make sure you make it compliant before you attach an upper to it.

      Note that some sellers won't ship receivers to CA, just as a matter of their own policy. But most will.
