Yes, if you can pass a background check, you can get one, no need to actually use it. A lot of folks here have a FFL03 and a CA COE for ammo purchases now.

There are a couple questions regarding that, but they aren't there to force you purchase a C&R, they are to make sure you are getting the correct license.
