Made an 80% what do I need to do?

I made an 80% ar15 lower. Did this a while ago. it's been sitting in my closet, lol

Ok, so I am not going to try and register this as a BB firearm.

it will be fixed mag, either with a dfm, or a mag locking device requiring the action to be disassembled

what do I need to do to make this legal?

I am not a felon, and trying not to be one either, lol
"It is currently CA legal to modify a double-action revolver into a single-action revolver and modify a single-action revolver into a double-action revolver.

CA DOJ BOF stance on modifying handguns only applies to dimensionally compliant bolt-action single-shot pistols and dimensionally compliant break-open single-shot pistols.
^It does not apply to revolvers, manually operated repeating pistols, and semi-auto pistols." ~~ Quiet

Sorry only single shot if pistol. At least put serial number on it. If seized by leos for any reason you will need serial number if you want to get it back. No number no gun.

Does it still need to be volreg at all? I had sworn that it didn't? It will be mag locked.

Just has to have atf markings on it correct?

My name, city and state, caliber, a serial number, model number

Nobody knows for sure, as usual California wrote it so confusingly there is some debate,

but it seems that to be on the safe side the general consensus is to either volreg your home builds or apply for a serial number. There is many here though that also believe that marking it yourself to ATF standards will suffice.
But I don't come 'round here to meet nice people anyway

                  ^^^^^THIS^^^^^

Additionally be make sure that you are familiar with the provisions of AB 857.

That bill created Penal Code section 21980(c) which requires the owners of existing personally built firearms, which do not bear "a serial number assigned to it pursuant to either Section 23910 or pursuant to Chapter 44 (commencing with Section 921) of Part 1 of Title 18 of the United States Code and the regulations issued pursuant thereto" to apply for a DOJ-issued Serial Number beginning on 1-1-2019.

The real rub is no one is certain if a self-applied number complies with the Chapter 44 stuff. However, the DOJ acceptance of such a number resulting from a voluntary registration would seem to indicate acceptance.

What AB 857 really means is that after 2019, there really isn't going to be a way to lawfully possess an unsearialized personally built firearm.
