    Transfering (handgun) to a nephew out of state - requires FFL in nephew's state

    My nephew is not a resident of California and is interested in one of my guns. I told him he would need to take the HSC test then we would need to transfer at a dealer. Then he would need to wait 10 days before he picked it up.

    Is this accurate?

    No - A Private Party Transfer is only between two California residents.

    You would need to have an FFL ship the firearm to an FFL near him in his own State...

      Nope the only way to get him the gun is to mail it to an out of state FFL. One that is either is his state of residence or if the firearm is a long gun one that will transfer a time an out of state resident under that states laws, California is not one of those states.

      For the transfer to happen in CA he needs to be a resident.

        No. It has to be shipped to a FFL in his state of residence for transfer.

        He doesn't need a FSC (was HSC), he can't do a CA DROS.
