I wonder if someone had the thought when the gift exemption was put forth that a sale would be subject to federal law requiring all laws of the receiver's home state be followed. Just throwing out a thought I don't know what the thought process was for gift only.

If I called it an "exception" I erred. I don't think the gift rule is so much an exception as it recognizes that when you buy a firearm to give it to another you are not doing so as the agent of that other person, unlike the straw purchase scenario in which one buys it as the undisclosed agent of the true buyer.Comment
