Multiple DROS Delays

I'm a Prop 64'er. I think I am pretty close to the finish line. Since my reclassification, I have had 1 denied DROS and I am currently about 15 days into my second DROS delay. The first delay ended undetermined on day 30 and I received my firearm.

I am about to submit a Voluntary Appeal File (VAL) to the FBI, but after reading the comment below in another thread I am wondering if this is the correct path to take.

If he has CCWs from two states and has been buying guns, his problem is not with the feds and a UPIN will not help him. Plus even if you have a UPIN, there is NO WAY to use it in the state of CA. There is no place to enter it on the DROS. The State of CA is the point of contact for all NICS checks in CA, and they do not use UPINs. And the fact that you can write it on the 4473 means nothing, because it goes nowhere here.

If the state of CA is the one issuing my delays, then will submitting a VAL do me any good? Is the delay coming from the CA DOJ or the FBI?

Take your 30-day releases and call it good. You're miles ahead of the pack. Re-visit it next year during another purchase and see if they've worked the bugs out by then.
