    New Ammo License Issued?

    We are now less than two weeks from New Years, 2018. I know there is a gun show in San Bernardino that week. What does one do if you sell ammo, but haven't even seen a license yet? How are they going to enforce it, if from what I am hearing none have been coming out yet?

    Until 07/2019, ammo just has to ship to an FFL. No background check. 07/2019 the ammo card/background check starts

      I know that, but what about guys who sell at the gun show starting this year coming up. Don't they have to have a license to keep selling at shows? Have any licenses been issued to anyone yet?

        Not if they sell it through a licensed dealer like anyone else.

          I agree but most ammo sellers at gun shows don't sell through an ammo dealer. Most set up on their own with parts, etc, and ammo. If they haven't issued a license to an ammo dealer say at the gun show, how can they cite him? It seems like if you cite someone for driving without a driver's licence, but they haven't got around to issuing them yet!

            your screwed .. If you don't have a licenses (or FFL) you can't sell ammo. So all the sellers who aren't FFL's at the gun show won't be able to legally sell ammo.

              I get it, but to play the devil's advocate, how can you punish someone for a license they can't seem to get out in time. Again, I know this is CA, and all is possible, but it would seem a poor court case to charge someone for something they can't comply with, since the state is lagging in issuance.

                I don't know.. They typically will extend the start date if they can't make it happen, but for whatever reason they did not do that. I would hope there are many court cases on the law, and I would hope that one gets an injunction. However, as far as I know that's the law, no license (or FFL) no sale, and no licenses have been issued.

                I think even ammo only manufactures are in a bind over this because they need the licenses to do sales also, but again no licenses have been issued. Yes, we do have ammo manufactures (or re-manufactures) in California.

                  If they can make a gun illegal in California because it doesn't do something that has not been invented yet (microstamping) they can certainly cite for a license they have yet to issue. This is the state of this state - broken.

                    The Gov does it all the time and the Courts have upheld it as being legal.

                    Example...
                    In some States... certain things get legalized, but they can only be legally purchased from a licensed vendor, however there are no licensed vendors or a limited amount of licensed vendors. Even though the thing is legal, selling/buying from an unlicensed vendor is still illegal and people get busted for it.

                      I read a summary from a law firm that said that in fact most all ammo sales will end until the state processes the pending applications. Plus, another little gem in the law is ammo will no longer be out on shelves. It must either be behind a counter or in a locked case. Because, you know, we are all criminals. Just like I have to show ID to buy Sudafed because meth heads use it to cook their crap.

                        There's probably be at least one FFL at gun shows. A non-FFL seller just has to hand the ammo to the FFL and the FFL hands it to you. Maybe the FFL just needs to lightly touch the box during the hand-off and not actually hold it to count? I don't know.

                              Does the person handling the ammo need to be licensed, or is it the business? If it is the business, then why couldn't the FFL offer delivery services on ammo?kinda like a gun show at the local grocery store parking lot.
