MEAN Thumb Reloading Device

Is the MEAN Thumb reloading device considered a "magazine" since it is detachable after feeding a fixed magazine in a black rifle? I have heard from only one individual that it will be considered as such.

It doesn't feed it hold rounds into the chamber. It only speed loads a magazine from the ejector port. So nope it isn't magazine. The further the firearm isn't operable while using it so it can't be a magazine.

Looks like it would match well with the Franklin dfm fixed magazine.
