    Ok heres the story. Husband has a bullet buttoned AR. He dies about a year ago. Wife asks me today if she can register it as a RAW. There has been no OPLAW or any paperwork to transfer from hin to her.

        She could have registered it when he was still alive. She took possession of it prior to the end of this year so, all she needs to do is an oplaw form stating when she RECEIVED it. If she does that, YES, she can register it as a RAW. DOJ told a lawyer friend of mine that the date of the transfer is what is important and not the date of the oplaw form being submitted.
