Friend moving to CA from Oregon w/ off-roster handguns

    Friend moving to CA from Oregon w/ off-roster handguns

    My friend is moving here in the next few weeks and has two off-roster pistols I would like to buy from him. I'm unclear if, or how, the most recent gun laws affect new resident ownership and sales.

    1) Does my friend have to get CA ID/Drivers license before filing a New Resident Firearm Ownership Report (BOF 4010A)
    2) Are off-roster handguns still grandfathered in on the form?
    3) How long does the ownership report generally take to be processed?
    4) Do we have to wait for the BOF 4010A to process before he can sell to me?
    6) Is there anything else we need to know before proceeding?

    Any advice greatly appreciated

    This might be a good question for the FFL forum too. I'd post it there as well. Those guys are very helpful and know a lot.

      1) Yes
      2) The Roster of Handguns Certified for Sale does not apply to new residents of CA for handguns they bring to CA in which they intend to keep. The handguns can not be classified as an assault weapon, SBR, or SBS under CA laws.

          I doubt he'd have to register them. As soon as he gets his DL he can sell them. If he's within the registration window he could just sell them rather than register them. Nothing says they must be registered to sell.

            3) Supplemental: the requirement is to send in the info; there is no requirement to wait for an acknowledgement.

            4) He can sell the guns PPT to you instead of registering - but he needs CA ID first.

                The other important thing is you cannot move to California with high capacity magazines. So you have to get rid of any magazines that hold more then 10 rounds before you come
