Unless the regs authorize it.
My opinion is that the statute doesn't authorize avoidance of registration mandate by purporting to convert to featureless or 2017 mag compliant. Read (b)(1) in first post.
As things are right now-my opinion as best way to legally avoid registration- enjoy firearm as configured with BB through November 2017. Convert to featureless or mag compliant in December 2017 and sell it on or before 12/20/17.
Or keep it as originally configured, register as AW in December 2017 and then de-register it and convert it.
