I have an odd situation. I have a friend that was storing a handgun for his neighbor while the neighbor went to Florida to visit family. During the visit, the neighbor had a stroke and is now going to remain in Florida with his family and is not returning to California. My friend does not have a use for the handgun and wants to transfer ownership to me. He has the consent of the registered owner to do so. My friend is not a prohibited person and neither am I. Can he and I go to a FFL and complete the PPT listing himself as the seller? Would he need anything in writing from the registered owner authorizing the transfer? Thanks in advance for any input.
