It's not good that people are giving the OP flack about this, though. He simply didn't understand what the term meant in these circumstances. Until a couple of days ago, neither did I.

And there's no reason to unload on him like that. Yes, he may have jumped the gun, but he's learned from it, I'm sure.

I must say I learned allot from this thread. I learned about "Congressional Martial Law". It is basically when House Leaders force the vote on a bill in an expedient manner, regardless if they even have time to read it.

Normally they must allow a 24 hour review, but this maneuver
"suspends the normal procedures and safeguards and allows the House Leadership to operate in a more authoritarian fashion. It enables the Leadership to seek to ram a bill or conference report through before the Members have the opportunity to fully understand what they are voting on."

I made an error. I didn't intend to cause alarm. I never realize how much fear the words, "Martial Law" can cause, but from some of the replies in this thread it is very clear.
