    Incorporation and levels of scrutiny

    Just curious guys, I know you guys are sharp.

    When did the courts come up with so called different levels of scrutiny. I heard this happened in the 1930's. Is this a FDR thing?

    When did the SCOTUS start to finally incorporate the Bill of Rights, first cases and how when did they "create selective incorporation".

    Scrutiny levels have been developed in the first amendment context along about the same timeline.
