Friend of mine has a California prohibited semi-auto M-4 currently residing in another state. If he wants to bring his M-4 into California, what alterations if any must he do to the rifle in order to have it here in this state?

Here is my input to your question.
If the gun is built on a listed lower in SB-23. you can not bring it in. Unless you change out the lower( and leave it out of state) and use a BB or remove the eviel parts
