I think that's the flaw of the law. You can't buy "Upgrade" or "Mod" Kits that would allow you to turn a 10rnd mag into a +10rnd mag. A Kit is a combination of parts. Individual parts do not constitute a kit.95,000,000 people die each day in the U.S. from gun violence

A "kit" is also a "device" (which is not defined). Since creative minds may see a single part as a "device", I'm thinking a judge will have to sort out the meaning of "device".

I think the question should be, what is a large capacity magazine? Are there small capacity magazines and standard capacity magazines? Where is large defined and if defined is that within "Currently in common use"?
It's my thought (mho) that the courts will find that capacity can't be regulated, it's an infringement.
