Locked container, transporting taken down rifle on motorcycle?

I've got a keltec su-16, and I'm looking to build something between these two cases.

The rifle will be folded, so it wouldn't be functional, and it'd have a locking cap over the top, so you can't remove it without the key. It wouldn't be 100% enclosed though, just enough to prevent it from coming out. It'd also be behind some soft luggage, so I'm not worried about getting pulled over for having a rifle-shaped thing exposed.

Is this a legal way to carry the rifle?

    If unloaded, yes.

    The rule is
    IF in an incorporated area
a long gun OUTSIDE A VEHICLE must be
EITHER in a completely enclosing case designed as a gun case
OR in a LOCKED case designed for something else (guitar case, duffel bag, etc).

IN a vehicle no rules from CA - Federal school zone law requires locked always.

Frozen in 2015, it is falling out of date and I can no longer edit the content. But much of it is still good!
