No public comment on bills?

    No public comment on bills?

    As many others I watched the Assembly Appropriations committee pass a number of anti gun bills last week. I am a bit confused as I always thought that the committees had to allow for public comment pro and con in order to consider passing a bill to the floor.
    I watched the committee a couple of weeks ago and a few bills were not even presented but put directly into the suspense file. Then last Fri I again watched as the committee voted to remove them from the suspense file and pass them to the floor without any opportunity for public or opposition comment.
    Isn't that a procedural violation?

      The comments were at a previous meeting where the bills were moved in to the Suspense file.

      as I recall, coming out of the Suspense file there is no further commentary since it is seen as already having occurred.

        I watched the previous meeting when the bill was supposed to be presented and it never was. Called the Appropriations committee and they told me it was not presented because it went directly into the suspense file. Their explanation was that perhaps the presenter wasn't available.
        The next meeting of the Commitee it went straight from suspense to passing onto the floor.

              The time for debate on a bill that will end up in suspense is at the hearing when it gets put into the suspense file, and no comments (neither by authors nor witnesses) are allowed on the vote when the bill is removed from suspense.

              Now, as to why there was no debate the first time around the Assembly Committee, I am not sure. I did watch the debate when the bills were put into suspense in the Senate Approp. Committee and only one member of the public showed up to comment. Perhaps there was literally no one present in opposition at the Assembly meeting. Was there debate in the public safety committee hearing?

              As of 10/10 the Governor has 121 bills left on his desk to sign or veto by 10/13.

                The bill was never presented to the assembly appropriations. No presenter or public debate, just went straight into suspense. Then last Friday was pulled from suspense and went to floor again no presentation or public debate on either side.
                Just checked on bill search. SB 53 was supposed to have had first reading in Appropriations on Aug 14. Never happened.
                Went straight into suspense file. DeLeon was not even present.
