I have more than twenty-five years of law enforcement experience that includes more than ten years as a prosecutor. At present I am a Deputy Attorney General in the Criminal Law Division.

From my perspective we are not approaching this problem in a way that will make our society safer. Last year there were over 900,000 legal firearms transactions in California, yet crime overall is down and crime where firearms are used is also down. As population has been increasing and the number of firearms transactions has been increasing, crime has been going down.

The proposed laws will not deter any but the law abiding nor will they burden any but the law abiding. And they will not prevent even one crime of violence.

A better approach is to target convicted felons found in possession of a firearm or ammunition. Either is a felony offense, and either should be punished by a term in prison. Criminals are generally not deterred by the unlawful nature of their conduct unless they perceive it to have consequences. Criminals do not consider time in county jail a significant consequence; they do consider time in state prison a significant consequence.

I urge you to vote "no" on this pending legislation and instead support policies directed at imprisoning convicted felons who possess firearms or ammunition.

I got a robo reply from Senator Lara inviting a response on his Senate email system. I sent one and it went through. Many, including Speaker Perez and Senator Steinberg, have their filter set to exclude emails if your address is not in their district.
