What legally qualifies as a standing army?

So i was watching this video and it may cause some to think it's tin foil hat Thursday, but what really is a standing army? if in a time of "trouble" like the bombing in Boston where leo from all over the country respond, wouldn't that kind of make them a unified armed force? Especially given the fact that for the most part they carry the same style gear, do a lot of the same training and use the same tactics and follow the same ROI's?

    I hear crickets...

Strikes me as a decent question though... Does an Army by another name escape all Constitutional restriction?

I read that to mean a conscripted or paid army whose sole occupation is to soldier. The Founders warned us about this.

...and yes, Bob is trying to raise his own version of the SA.
