CPC 27870 only applies to "family" transfers of rifles and shotguns. It does not apply to transfers between spouses since spouses aren't considered "family" under CPC 27870.
Transfers of firearms between spouses are considered an "operation of law" and are covered under CPC 27915 until the end of the year and then CPC 27920 after that.
But like I said, "family" and "operation of law" spouse transfers are handled the same by the parties involved. They have the same reporting requirements (none for long guns until next year) and use the same form for handguns.
