    He needs an attorney.

They came for some reason - but we're not clear on that and we on the board do not have the whole story.

Or maybe you are an undercover law professor trying to show your students how confused the "pro-gun community" is.

Or . . . maybe a million other possibilities that strain credulity less than this bizarre story does.
You seem like the Hollywood type and a likely Obama supporter. I've got nothing to gain by making anything up here.

Initially we tried to check his status online and there are many bogus sites that will attempt to tell you if you were a felon in BF Egypt. We were informed that we could contact Sacramento with the question of his status and that they would get back to him in a month or more.

Why wait a month or more when you could go through an FFL, since he was attempting to get his shotgun back and eventually a new .22? If they say no, then se la vi. He got his answer. Sort of.

have you contacted CGF to see if they can help?

The difference is that by using the Personal Firearms Eligibility Check route there are no consequences for failing. However, going the attempt to purchase a firearm route has several issues if he is a prohibited person. Notably if he had indeed been convicted of a felony 40 years ago and answers NO to question 11.c on Form 4473 - that misstatement alone is felony. If he is uncertain about his status, attempting to purchase is firearm is probably the riskiest way to find out.

Doesn't the FFL do the same? Do they not check with the Personal Firearms Eligibility Check route when making a purchase or transfer?

I gave him that info a few days ago so hopefully he has. He seems to be more focused on the Arizona side. Hopefully he's covered both. Thanks.

No. Though both result in a background check being done on the person.

The Feds and California really don't want felons even attempting to purchase firearms, so they stack on a lot of criminal sanctions for even trying.

FFL dealers don't do background check. They submit the DROS, which trigger the background check process by DOJ.
