Legislation: Background check for Black & Smokeless Powder

First, there's this (which was posted Monday after the Boston explosions):

Then, a quick follow up with:

"In Wake of Boston Attack, Lautenberg to Reintroduce Legislation Requiring Background Checks for Sale of Explosive Powder "

Gee that didn't take long, did it?!!

That's one of the things I find interesting. There's been no statement to that effect released yet, that I know of.

Bomb sniffing dogs yet the bombs were made with gunpowder? The dogs would have picked up on that from 10 miles away.

        PETN however..

No evidence that I have seen or heard of, but one expert later that evening was spouting off regarding the white smoke and such as an indicator that a "smokeless powder" could have been used.

background checks for explosive powder? People are going to be mighty pissed when they have to submit a background check and wait 10 days for their non-dairy creamer

There was too much dense white smoke for smokeless powder and I remember hearing that witnesses reported a sulfur smell.

You expect them to rely upon facts to try to ban something?

To be honest this was really my first thought after I heard about the bombing. They're gonna go after gunpowder. It doesn't matter at all what kind of explosives were actually used. Whenever something like this happens expect your freedoms to be trampled under foot in the name of the children.

On one of the muzzleloading forums I frequent there's concern that it looked an awful lot like a black powder cloud. But other explosives have a similar signature and even if it was black powder it's not difficult to make - they might not have purchased it at all.

re: bomb sniffing dogs - they're actually not usually trained to pick up any kind of gunpowder since high explosives are more of a priority. It's not like they sniff out any kind of explosive - they have to be trained on each one individually.

Or matches. I saw an episode of Mythbusters where they used match heads to fire a cannon. It worked really well.

With all the white smoke, I think it was black powder.....Just guessing.

When was the legislation about tags in gunpowder introduced and did the NRA block it? Gotta be some info out there somewhere.

                          edit: I found this.....

I presume the point of taggants in gunpowder is not to catch criminals, since you can't individually tailor the taggant to the buyer at point of sale, but to render gunpowders less effective or even dangerous.
