    NRA-ILA's Chris Cox called the bill “ridiculous on its face, as it presumes law-abiding gun owners are guilty for merely exercising a fundamental, constitutional right.” What is ridiculous is having New York Rep. Carolyn Maloney in office.
    Better to have it and not need it than need it and not have it.

          Of course there's the law enforcement exception because they never shoot at the wrong people. Typical of fascists like her. The state is always right and never can do wrong. But we are always a threat.

            Wow, insurance requirement for 1 of the enumerated Bill of Rights? Does this mean we need insurance for the other 9?

              Perhaps Congress should pass a law requiring "Libelous Speech Insurance" in case someone might say something wrong.
              Those that call the US Constitution a living, breathing document only want to asphyxiate liberty.

                    if you have insurance for gun rights, and insurance for illegal search and seizure, you would always be getting your gun replaced. See, its not about gun rights its just an insurance scam

                            Fine. As long as you are required to carry libel and slander liability insurance before you exercise your first amendment right. We don't want double standards here, right?
