    Cal legal UMP clone

I was hoping someone could shed some light on whether or not I can have a UMP clone with a non-FBI semi only stripped lower on it. Bear in mind the only difference between the regular UMP lower and the FBI one is the full auto markings, both can accept either trigger pack as is my understanding. The UMP clone I am looking to purchase has all semi only trigger parts but the full auto receiver, is this illegal in CA? Any lawyers in the house?

    the relevant code is below
12200. The term "machinegun" as used in this chapter means any weapon which shoots, is designed to shoot, or can readily be restored to shoot, automatically more than one shot, without manual reloading, by a single function of the trigger. The term shall also include the frame or receiver of any such weapon, any part designed and intended solely and exclusively, or combination of parts designed and intended, for use in converting a weapon into a machinegun, and any combination of parts from which a machinegun can be assembled if such parts are in the possession or under the control of a person. The term also includes any weapon deemed by the federal Bureau of Alcohol, Tobacco, and Firearms as readily convertible to a machinegun under Chapter 53 (commencing with Section 5801) of Title 26 of the United States Code.

I have a SBR UMP clone. In order to convert it you have to modify the upper so it will not accept a full auto lower trigger pack. Same with the MP5.

Far as I know the markings don't matter a bit.

If you poke around on the HK forums you will find instructions on how to do it there are also independent shops like mike at michaels machines who will perform this service for you.

Now as far as CA specific laws I cannot say. What I posted above is true in AZ , CA may be more restrictive.

Here is a place that will do the conversion. Some detail there.

One thing I forgot to mention is the 922 compliance. Not an issue for class III arms but for you another thing to consider.

In CA you have two ways to go with a 16-in barreled USC/UMP conversion:

      1) Featureless which includes pinning the stock to non-folding (a set screw drilled and tapped in the stock opposite of the push button), and a Solar-Tac MP5 grip wrap...or...

      2) Raddlock magazine lock and then everything is GTG as long as overall length is > 30-inches (stock in folded position).

Yeah, the gun has a radlock, 16 inch barrel and the stock is non-folding, my understanding is that I should be OK I think ... but the "non FBI" UMP lower receivers (minus parts) all start life as a full auto capable stripped lower. The semi auto parts are clipped and pinned into the receiver so I think it should be fine but California law is pretty oppressive

You will have to remove the auto-trip lever from the Navy lower which means pushing out the pin and removing the lever and spring and then re-inserting the pin. Then the lower receiver will fit the upper with an opening of the hinge bosses to fit the USC upper pins.
