Tactical solutions won't sell Pac-Lite uppers to CA residents?

I apologize if this is old news, but I just talked to someone at Tactical Solutions, and she indicated that they cannot ship any of their Pac-Lite barrels for Ruger 22 auto pistols to CA residents! I've never heard any word of this before, so this catches me by surprise. Anybody hear of this? Their reasoning was that it can't be submitted for drop testing to get into the safe handgun list because they aren't a complete firearm.

Is this for real, or just a mis-informed spokes person? I'll be bummed if I can't buy one!

The barreled receivers are the part on Rugers that contain the serial number. Their reasoning is similar to why we cannont get bare 1911 frames shipped here- it is not a completed pistol as submitted to the DOJ.

You can, however, get one of their barrels for a Browning Buckmark, as the frame is the serial numbered part of the buckmark.

It isn't just reasoning. TAcSol spent their time and money trying to get the ruger pistol uppers certified in CA. DOJ says no-can do because the firearm is not a complete pistol that can be drop tested according to the "safe pistol" laws.

Don't blame TacSol - they have done all they can.

I have 2 rugers and am considering buying a browning ONLY because I want to build a really lightweight accurate .22 pistol semi-auto pistol
If it was a snake, it would have bit me.

I wasn't trying to put the blame on Tac Sol, I'm just bummed that this never came up in my research. I was hoping to get one. Oh well.
