What is the "action"

After reading the new "rules" on magazines, I guess I'm a little confused. It says you have to disassemble the action to remove the magazine(with the use of a tool). Isn't the action part of the upper receiver, having nothing to do with the lower which holds the magazine? I know they aren't the rules yet, just wondering.

Yee has rewritten the part of the amendment describing what is meant by detachable magazine. It was on one of these forums within the last couple days. It probably hasnt been officially released yet but I beleive it was posted by Gene.
