They supposedly wanted to make it easier to figure out all the gun laws. So, they cut up each law, and put all the crimes in one place. They then hid all the exemption that keep the crimes from being crimes and hid them away seperate from the crime portion.

It makes it easy for the police to find things to charge you with, and hard to find the things that allow you to not get charged.
