If you read the "Todays Law as Amended" the DMV stuff is existing law. The blue is added red is getting removed.

Or a test and training for ANY fundamental Constitutional right for that matter.

Petition the government in free speech? Sorry buddy, you're gonna have to get trained and take a test first. Your right to a fair trial? Sorry pal, pay a fee and get trained and tested first. Pleading the 5th? Nice try. Pay up and go sit over there and take your training class first.

The 2A has clearly been abused as a 2nd class "privilege".

I'm surprised California hasn't made FSC mandatory to continue to own firearms. FSC is basically a permit to buy guns, can't buy one without it.
