    Parts Kits reform law on the national level.

    I don't have the specific bill number, but a friend forwarded a link to me that I managed to lose while on vacation. It was to a bill on the national level that if passed would change the rules on importing foreign parts kits, and would remove the current problem of the barrels also having to be cut, and thus would drop the price down to rational levels again.

    Has any one else heard of this, or am I completely off my rocker? (Possible considering all the travel problems I have had in the past couple of days)

    It's a side-effect of a proposed BATF reform bill.

      Do you have a link to the BATF refom bill text?
      Mayor Adrian M. Fenty (D) announced. The risk here is that an appeal could lead to an unfavorable Supreme Court ruling, and a legal principle that now applies only to the residents of the nation's capital would extend to the entire nation

        This is the parts kit reform section:
        SEC. 209. BARREL AND RECEIVER IMPORTATION.

        (a) In General- Section 925(e) of title 18, United States Code, is amended--

        (1) in paragraph (1), by striking `, and' and inserting a period;

        (2) by adding at the end the following:

        `(3) All frames or receivers of rifles, or barrels for firearms other than handguns, if the importation is for repair or replacement purposes.'.

        (b) Governmental Imports- Section 925(a)(1) of such title is amended by inserting `, barrel,' after `or importation of any firearm'.

            It means no more parts kits can be shipped in that contain barrels unless it is only used for repair of an existing gun in the USA.

            This really has already happened with the barrel import ban that took effect 12-06

              Just reading the change list is hard. You need to actually make the proposed changes into the existing law to see what it really says. With the above modifications bolded, you now get this:

              , barrel, or ammunition imported for, sold or shipped to, or issued for the use of, the United States or any department or agency thereof or any State or any department, agency, or political subdivision thereof

              (e) Notwithstanding any other provision of this title, the Attorney General shall authorize the importation of, by any licensed importer, the following:
              (1) All rifles and shotguns listed as curios or relics by the Attorney General pursuant to section 921 (a)(13).
              (2) All handguns, listed as curios or relics by the Attorney General pursuant to section 921 (a)(13), provided that such handguns are generally recognized as particularly suitable for or readily adaptable to sporting purposes.
              (3) All frames or receivers of rifles, or barrels for firearms other than handguns, if the importation is for repair or replacement purposes.
              The 925a1 change applies to .gov entities, while 925e3 is the part that applies to us.
