Looking for specific info re: CCW application requirements

Just filed the paperwork and paid the fee to renew my permit. When I applied initially, aside from the 7 month wait, there was nothing problematic or illegal about the application process.

At this time my wife is applying through the same agency (city PD) and they are demanding letters of reference. She's providing them.

When I go pick up my permit, I'd like to politely and accurately educate the person who's responsible for their permits. Can someone please give me the specific laws, statutes, regulations, whatever, that spell out what an issuing authority MAY and MAY NOT ask for with an application?

    Thanks.

Apply with the sheriff direct. Not much anyone can say or do unless you tell us the agencies involved.

The sheriff has refused to accept her application because we live within city limits. We made an attempt to work with CGF to educate the sheriff and apply through them but over several months it never worked out.

The PD is accepting applications, therefore she is applying through the PD.

The specific agencies involved are irrelevant, but they are the Hanford PD and Kings County Sheriff. I'm just looking for the specific law that prohibits issuing authorities (whether PD or sheriff) from requiring 'extra' stuff that's not on the standard DOJ application.
