Shipping threaded handgun barrel to CA

Is it legal to buy and have a threaded handgun barrel shipped to CA? I am talking about just the barrel alone, not on a handgun.

It's only a problem when installed on a Semi-Auto with a Detachable Magazine.

Parts are parts in this case.

Some vendors will not ship them due to their (mis)understanding of the law. They are legal to install if you fix the magazine in place, or legal to have if they are not installed at all.
