Need a quick definitive answer . Can a Handgun Roster exempt LEO acquire an off-roster pistol frame and have it legally transferred in CA? Me thinks yes, but need confirmation from the Legal Gurus.

No suggestion of 'flipping' in the OP...
The issue with mere frames has been that, since they are not complete guns, they could not be on the Roster, because they could not be function-tested.
