What is unclear is if you are fishing in an area NOT legal to discharge a firearm can you still carry a loaded firearm for safety? Sorta hard to tell a bear to stop mauling you while you load your .44...
I don't think that it applies in that situation if you are engaging in the licensed activity... however, I highly suspect that you may not carry loaded if you're in an area where hunting with firearms is not permitted, while other forms of hunting are.

I don't recall there being an instruction in the referenced code that says that a local LOC LTC issuer has to report it's issuance to the DOJ... but I could be wrong.
It used to be that an LTC for concealed allowed you to open carry loaded throughout the state. Someone with an LTC from Kern County (IIRC) was stopped in Los Angeles and that started the ball rolling for the elimination of that exemption.

Any license issued, denied, or revoked must be reported.

        No.

An exemption to 25400/12025 (concealed) does not exempt you from 25850/12031 (loaded).

Like taperx says, it depends where you are. If you're in a city park, well then yes. If you're in county or NF or BLM where shooting is allowed they you are fine.

In prohibited areas though, you can at least UOC.

Only with a hunting license. AB144/26350 bans UOC in prohibited areas and does not include any fishing exemptions. But you could also UCC in this case with a fishing license, since 12027(g)/25640 works for both hunting and fishing licenses.

I've updated all this new confusion in the Firearms in Forests and Parks post.

Thank you. As a guy who regularly goes into the NF to hike, hunt and shoot his is getting out of hand.
