It's not really "considered" anything by law, but many feel that it meets the requirements of a "multiburst trigger activator" and would suggest that it might not be legal in CA. There are no legal cases that deal with it, so there's no legal precedent that one could use to determine whether it's legal to possess in CA or not.
Colloquially yes, this stock would help improve one's ability to bump fire a rifle from the shoulder, and it "should" (IMO) be legally considered just a stock for a rifle, but CA law is written and intended to inconvenience CA gun owners and it does that very well.
