The flowcharts need updates to match the PC renumbering that takes effect Jan 1

Rifles:

12020(c)(2) -- is now 17170

12276(e) -- 30510(e)

12276 -- 30510

12280 -- 30600

12276.1 (a)(3) -- 30515 (a)(3)

12276.1 (a)(2) -- 30515 (a)(2)

12276.1 (a)(1) -- 30515 (a)(1)

I think that's the whole set for the first one - please check my work.

Substantially, but one of the goals was to separate out definitions, so those are in the early parts of the code (many in 16000s, others at beginnings of some sections).
