This law has confused me for a while. I was in Turners the other day (buying a handgun) and they had a Mosin Nagant made in the 30's. I assumed that would be cash & carry. They said no; 10 day wait. Then I go over to Big 5, and they have some other ancient eastern block rifles of similar vintage (don't remember what they were) and they say I can walk out the same day with it. What's the difference? Store policy? CA statute?
Those acting in the public interest assume obligations of accountability and transparency. Retroactively redefining goals while claiming yet refusing to disclose some "master plan" is just the opposite. So is viciously trashing anyone who questions your judgment. -navyinrwanda

If an M16A1 produced in 1963 were to go up for sale then it could be ftf cash and carry AND would not be subject to SB23 or the California AWB correct?
All Colt AR-15's (civilian) are banned by name via the Roberti-Roos list. This is independent of C&R status of the rifle. You couldn't have an M-16 (military issue)because it is an NFA item, which are also banned in CA.

Turners was correct. Since they are a CA dealer, they have to 10-day wait you. Big5 does as well (unless you were looking at some pre-1899 rifles, in which case they are antiques and no 10-day wait needed, but I am unaware of Big5 selling antique rifles recently). So, you probably just got some inaccurate info from the Big5 salesperson.

Do you want an AOW or C&R SBS/SBR in CA?

In the old days, say, 1999, I think you could buy long guns w/ just a 4473. I used to buy all kinds of k98's, and SVT's, SKS, Russian, Mas49-56, etc. at Turners in West Covina, and Fontana and walk out w/ them. Same at the L.A. Gun Show aka Great Western. Sadly this is also part of the past which is no longer legal in CA. A dealer must DROS any firearms after 1898 here in CA. In AZ you just do a NICS, and you are out the door, but then again this isn't AZ.

Which would not be uncommon in the very least.
