    So, is it codified law or just some rule???

    A COE cannot be renewed after one year without new livescan fingerprints. What fool came up with that? Was it codified in the law; or is it just some rule CA DOJ BOF came up with???

    I don't get the point since fingerprints don't change. And if one must reapply with fingerprints -- what's the point of putting ones former COE numer on the application.

    Fingerprints don't change, but your status or ability to hold a COE may have in the last year...oh and they need your money.

      Agreed. But the renewal process consists of a background check. My fingerprints are on file already.

      Only the livescan operator gains from submitting new prints; the state fee is the same.

      To hijack my own thread, we need to de-fund CADOJ/BOF by getting DROS fees ruled an unreasonable restriction on the RKBA. Let them try running their programs without DROS money! /rant

        The people behind whole system don't want you to own or buy guns. They want to kill the interest in them. So they make it as cumbersome as possible hoping that the regulatory burden will outweigh and overcome your interest. It also means that they will not have to process as many applications, making their dreary jobs easier.
        It doesn't matter how scary, ugly, uncomfortable, or inconvenient self defense can be. Like it or not, you will never, ever be relieved of your duty and responsibility to defend your life, your family, your country and your freedom.

        How much ammo do I need? Enough to last me the rest of my life, and then lot more for later.

          Since it expired over a year ago they treat it as gone, and you must now start over.

          They do the same thing for contractor license, coaching kids in CA, all kinds of professional applications where it is required. Next time don't let the thing lapse for over a year.

            Meh, that's why I keep mine going, for no reason other than it's pretty simple - they send me the renewal form, I send them $22, and they send me a COE.
            I hate people that are full of hate.

                Its because they don't keep fingerprints on file so they can't 'run' them again. (This is a good thing).

                Referencing your old COE simplifies processing in case of Name/address changes etc. It also keeps the system from having multiple certs for the same person.

                All CA departments seem to have this '1-year' Livescan rule, so this isn't something that BOF came up with on-the-fly.

                Fingerprints don't change, but people sometimes do. Barring storing fingerprints (bad thing), this is the only way they have to check on whether you're still an upstanding citizen.

                    My wife/girlfriend has worked in the school system all her life; she also gives voice and piano lessons. A lot of these lessons are funded by the state (do you know they will pay you to raise your own grandchildren now?)

                    Each and every time she gets one of these new students she is required to submit to a background check and to be finger printed.

                    Four times in the last two month alone at least 10 times this year $75.00 - $125.00 a pop. She had to start passing the cost on to the students which is paid for by the state.

                    This state is completely out of control.

                      This, plus someone who has let his COE expire for over 1 year, just might be someone else. You had the 1 year to get it done and for whatever reason choose not to.

                        I don't understand, she gives private piano and voice lessons or is it part of a business? Seems to me if I wanted to give piano lessons to someone's kid we'd agree on payment terms and schedule then they give me cash and I give their kid lessons. It doesn't work that way anymore?

                            And not if the kids are on ANY kind of assistance. If the state is involved in ANY way you are forced to pay to play.

                            I hooked up with an old girlfriend I hadn’t seen in years onetime, and there was little doubt where the night was headed. Most of our clothes were off when she looked at the clock and jumped to her feet. You can’t be here past 10:00pm she said I’ll lose the state assistance I get for helping with my grandkids.

                            She told me if I wanted to spend the night I would need to undergo an FBI background check and be fingerprinted, to get laid I needed to get fingerprinted!

                            That was our last date, but the state still owes me a piece.
