    High Capacity Magazines question

    The penal code makes an exception for a high capacity magazine "that has been permanently altered so that it
    cannot accommodate more than 10 rounds".
    DOJ will not give me an answer as to what "permanently altered" entails. Could you drill and place pop-rivets or would it have to be welded?
    They say the interpretation is up to local DA who again will not give an answer. So here we have a state law that no one will explain to the citizens who are supposed to abide by it and could be enforced differently depending on where you live. Would that not comprise a " a law so vague as to be unenforceable? Anybody know how extensive the alterations must be to be considered permanent?

    This has been discussed repeatedly. Twenty people are about to chime in with their answers, but nobody really knows the answer, because there isn't one.

    If it comes to a criminal case (which it won't if you keep your mouth shut and aren't being arrested for something else), a judge would decide if it's permanent enough. His answer will, sadly but likely, depend on whether he thinks you're a scumbag.

      The DOJ is not in the business of providing clarification of the law(because when they've done it in the past, people came up with ideas like bullet buttons and OLLs).

      The DOJ also doesn't care how vague the law is, that's left up to be decided in court.

        I really tend believe a mag block by itself would be enough since you have to swap out the regular follower for the magblock and the ultimate solution to 'modification' or 'manufacture' would be simply cutting off the magblock. That said, I'm probably not willing to risk it myself so would take the extra step of the epoxy.

        I wouldn't be inclined to doing the roll ping or sealing the mag closed. Need to be able to open/clean it for anything other than bench shooting.
