Intrafamilial transfer from Louisiana

A friend of mine moved to California 2 years ago. When he first moved over here he brought over a pistol his dad gave him. In Louisiana, intrafamilial transfers require no paperwork....im pretty sure you can even ppt a pistol there without doing it at a gunshop/ffl (but i could be wrong, so go easy on me). This friend of mine wants to register his handgun, a Taurus .357 revolver which is on the roster.

Does he just fill out the AB991 form (new california resident handgun ownership report) and specify he obtained it from a family member? Thanks guys!

Yes. He should have done that with all the handguns he brought here, 2 years ago.

CA-DOJ won't complain about it, if the way they find out he didn't register it/them is the registration paperwork.
