      The card should be outside the gun's case because that case is locked with YOUR lock and the card lets TSA know the gun has been declared in case they Xray and see it.

(I think thats in case TSA or anyone wants you to open the case) No one showed up, but allow some extra time in case you have to wait around.
          The return flight ticket agent was arguably wrong. This why I think it is a mistake to put a firearm container inside another piece of luggage. The reason for putting the tag inside the locked firearm container is that it proves that you declared it correctly. If the documentation is placed outside the locked container and gets misplaced, there is no proof that you declared it.

            I'm pretty sure a federal agency like the FAA doesn't give a crap about California's handgun registration database to even tell who's gun it is.
            Crime, not so much, more like an infraction. The maximum penalty for bringing a firearm onto Post Office property is a $50.00 fine.

            Not recommending breaking "the law", just letting everyone know that it is not like holding up an armored car in its severity.

              Wrong. Regardless of whether you put it inside another case they (are suppose to) put the card inside the locked (with your locks) case. The card can be seen on xray I believe, but either way the TSA doesn't have access to the card normally.

              I'm not a lawyer or TSA.

                I would have the relevant PC printed out and in the car, and review it with your GF. The right citation at the right moment could avert a bad situation. I think a lot of cops think a loaded magazine is a serious breach of the law.
