No. As long as the make / model / serial is known to the FFL, they can DROS it in transit. Turners will do this. I believe it's up to the FFL's discretion to engage in this business practice.

many don't do it because if the serial number is wrong SOMEONE has to eat the cost of re-DROSing the weapon. (assuming it's a handgun)

Not true. You can electronically correct the serial number at no cost.

On two occasions I have purchased new firearms that were not present. The make and model were known, but the serial number of the actual item was not known.

The dealer did start "The Process". I picked it up at the end of the waiting period.

One occurance was just last month....

Exactly how that works in "The Process" I do not know, but it certainly appears that it can be done....

I can confirm this as well.
When I bought my Grizzly Mark V the FFL DROS'ed it with the first character as a roman numeral I.
I noticed on the original box that the first character was actually supposed to be a roman numeral V.
The V was so skinny on the gun that it looked like an I unless you looked really close.
I called the FFL and they corrected it and even printed me a copy of the correction.

If that's the only issue they have they should have just warned you of the consequence and let you make your own decision.
