    CGF's 2011 DOJ Report, blog on AB 144 picked up by Dr. John Lott

    At his website, Dr. Lott discusses the CGF blog post on AB 144 and the release of our 2011 DOJ active LTC report. It's heartening to see real, objective information on the state of California's [unconstitutional] licensing system talked about at such a venue.

    One of the comments states that the LA numbers are wrong..that they have 400 LTC issued. Thoughts?

      To paraphrase my currently-stuck-in-moderationland comment reply to Jon Birdt, I have no reason to doubt that what he says is true. If, however, that is the case (and the numbers are not congruent with actual based on local data, which controls), it reflects local agencies not following the law.

      12053. (a) A record of the following shall be maintained in the
      office of the licensing authority:
      (1) The denial of a license.
      (2) The denial of an amendment to a license.
      (3) The issuance of a license.
      (4) The amendment of a license.
      (5) The revocation of a license.
      (b) Copies of each of the following shall be filed immediately by
      the issuing officer or authority with the Department of Justice:

      (1) The denial of a license.
      (2) The denial of an amendment to a license.
      (3) The issuance of a license.
      (4) The amendment of a license.
      (5) The revocation of a license.
      (c) Commencing on or before January 1, 2000, and annually
      thereafter, each licensing authority shall submit to the Attorney
      General the total number of licenses issued to peace officers,
      pursuant to subparagraph (C) of paragraph (1) of subdivision (a) of
      Section 12050, and to judges, pursuant to subparagraph (A) or (B) of
      paragraph (1) of subdivision (a) of Section 12050. The Attorney
      General shall collect and record the information submitted pursuant
      to this subdivision by county and licensing authority.
      Theoretically, the DOJ's numbers should not lag the actuals by much at all.

          are you saying LA issues what ammounts to a "pocket license" that they aren't releasing to DOJ?
