I'd suggest that your determination has nothing to do with whether that is their stance or not. Judging by the emails that I've received after "signing a petition", I'd say that it's pretty clear that they are "mentally challenged".

This is an area where the federal government should have more control. It is the federal government’s responsibility to enact and enforce not only reciprocity between states, but force the states to allow their citizens the right to keep and bear arms. The 14th amendment was clearly written with the intent to force states to recognize American citizenship rights (privileges and immunities) including freedom to travel and the right to keep and bear arms. The federal government should be restricted to its enumerated powers, but this IS one of its powers over the states.Comment
