Can't a prohibited individual own mussel loaders? You can get both shot guns and rifles in mussel loaders. Not very convenient but they will do the job.

Why would anyone want a weapon that shoots shellfish?

      Perhaps you mean "muzzle loaders?"

Muzzle loaders are considered firearms, prohibited persons cannot possess firearms.

I don't think prohibited persons can have muzzle loaders in CA. Buy the way do you shell your mussels before you load them, don't they tend to get the powder wet?

The only way to be sure, is have him send in a PFEC.
DOJ is the one who will decide that or not.

Personal Firearms Eligibility Check Program What is a Personal Firearms Eligibility Check? What information is required for a Personal Firearms Eligibility Check (PFEC)? How much does the PFEC cost? How do I find a Notary Public? How long will it take to get the results of my PFEC? What records are checked to determine the results of my PFEC? Under what conditions is someone considered ineligible to possess and/or purchase firearms? Will the PFEC results include information about my criminal history?

IMO, DOJ should be in the business of recording what the courts have decided.
