California seizes 1,200 firearms possessed illegally

Campaigning for SB819. The last sweep for persons who should not of possessed firearms was in 2007 where they netted 400. Article claims that nearly 18,000 people may be illegally possessing guns.

So how much $$$ does the AG need to conduct a complete sweep of the state? The additional $1 million they seek doesn't seem to go very far. Whole thing makes no sense.
