I have yet to read anything at all regarding whether these were CCW permits issued under PC 12050, or if they were some special dispensation only for the State Capitol approved outside the normal system by the Assembly Sergent At Arms. I suspect it may be the latter, but there aren't any details provided.

It seems to me that PC 171c permits all CCW holders per PC 12050 to carry in the State Capitol.
