Doesn't matter who said it, it's the intent that matters. I bet there intentions are to group more sane, law abiding citizens into the 'criminal/mentally ill' categories in order to reduce ownership.

When I am in a less cynical mood, I have hopes that this process may yield something useful. It's sort of an "only Nixon could go to China" type of thing, although I realize that many may not get that analogy.
