Turlock CCW petition - TBJ question?

I had someone ask me to sign a petition effectively asking the Turlock City Council to force the Chief of Police to issue concealed carry licenses.

I asked if the effort had been coordinated with any of the experts (specifically mentioning California Concealed Carry) and pretty much just got a dumb look in return.

Is there any problem with them moving forward with such a petition? I'm not sure there is much of a point in it, either, since the sheriff will issue.

But still, it would be kind of fun to watch the City Council twist a little since it turns out that of the seven CCW's the Chief has issued - two were to City Council members. It'd be kind of fun to see them tell us that after McDonald and with Sykes pending that they should be issued CCW's and that we should not.

Any advice would be appreciated. Oh, and while I think the petition is a bit more wordy than necessary I thought it pretty well written.

I say go forward with it. CCW issuance is a political issue. If the esteemed Chief is issuing to members of City Council and denying others with similar Good Cause, he is in violation of 14th Amendment, Guillory v Gates and both he and the council members should be held to answer. Bad things happen when good men do nothing.

Feel free to have the people behind the petition contact me through our site. I would be most pleased to lend my considerable weight and The Hat to this effort. Every time you find a Chief with an illegal policy, you will also find a dirty city council.

My city is a classic example. LE firearms illegally sold to City Manager, 'cold plated' license plates to name a few things.

You who live in that city have a civic duty to take on the council. Think Bell California.

Guillory v Gates applies here. This is not a 2nd Amendment issue, but rather a 14th Amendment matter. Read the case law, it is on our site.

Thank you for the advice. I'll see if I can't get hold of the guy who is promulgating it (I don't know who it is) and get him in touch with you in the next week or two. It could be really entertaining!

Presenting the petition at a Council meeting with the local media invited could be entertainment at its best.

And might be to make sure the media knows that members of the city council have been issued permits by the chief in question....especially if you know specifically which ones so you can gauge their responses to the issue.

If I had a dog in this race, I would PRAR the PD for the CCW files and present, 'out' if you will, the Council members at the meeting when the petition is presented. Remember, the Chief is violating Guillory v Gates and the 14th Amendment by his actions. Isn't government fun?

The names of the two city council members with CCW permits were published in the Modesto Bee. So that is already public knowledge. The names of the other 5 are not publicly known.

Oh, and both the Chief and one of the issued Councilmembers are in my neighborhood. Kinda interesting. . .

In the past I have posted against 'outing' CCW holders but when they are elected or appointed officials and no one else is being issued, they are part of the problem and the gloves are off. You guys need to 'man up' and take care of this or hire me and I will come up there and do it for you.

                  Thanx for the pep talk!

I generally don't go to council meetings - I'm typically still working. I also happily avoid lawyers and courtrooms - I don't like being juror or witness (I've not tried plaintiff or defendant yet and never want to).

If you won't then who will? By not being active in your community you are leaving your future in the hands of those who are. All too often those who are active are working against what you want but you are giving them authority to drive the political agenda. Abdicating your responsibility to speak up is a very bad idea and largely how we got here.

Turlock has placed themselves in the uncomfortable position of being scrutinized by CGF. Without going too far, I direct your attention to their "Carry Concealed Weapons" pamphlet.

I've been a juror and I've been an expert witness. I've never tried to avoid either. But if anyone thinks I'm going to pursue that kind of thing? Why would I want to?

The jury duty system is ridiculous. You show up and may not be called to serve. In my case there are people being inconvenienced or worse. You may get kicked off the jury if you actually know something about the basic issues relevant to the case (I'm not talking case details). Even if you are on a jury you may be stuck twiddling your thumbs for periods of time.

You want me on a jury, make it so it is close to home. Have us hear evidence early in the morning or late in the evening so that I can get some work in during the day. Don't insult me by paying me a piddling little amount for my service - it's more of a hassle on my tax return than it is worth to get it. If there are challenges to your service - make it for cause (like I'm obviously biased or am involved in the case). Check on some of the obvious stuff - don't seat me on a jury again where things get started and then there is a mistrial because the DA and the defendant go to the same club/gym.

As far as expert witness? You may get paid OK, but it's a pain in the butt and the attorneys are into a game of gotcha rather than really trying to figure out what happened. And OK, I can play the gotcha game if I have to but I don't like it and I'd rather do things where the intent is to improve everyone's lives.

I know the above is going to be viewed as a slam at the legal system. Well, to a certain extent - it is. I know there are a lot of good judges and lawyers but the system sucks. And no, I'd not guarantee I could design it better - but the system still sucks.

I am also sure that some will think that I misunderstand what is going on and that there is good reason for what happens. Well, I don't think the reasons are all that good in some cases. And yes, I've actually sat in on case preparation and lent expert advice in that case preparation - I'm no lawyer by any stretch of the imagination but I've been involved in odd ways.

Ok, I'll bite. Our Fast draw Club, shooting wax bullets, has set up our range on main street 5 times and allowed the public to come up and try our sport. Past police chiefs, city council and mayor to name a few have joined in and shot guns.

New police chief. Won't let us do this any more. Has stated that he would issue CCW for "Good Cause". I think the city has maybe 6 CCW's, 4 of which were there before he was hired.

To my knowledge, he does not have his CCW rules posted on the city web site. We are very well connected. wife is past president for the Chamber for 2 years. Both have been volunteer of the year and so was our fast draw club.

I want a CCW. Any suggestions?

Different county, different city than Turlock. Merced county is refusing to accept applications.
