    MICROSTAMPING (AB 1471)

    This bill would, commencing January 1, 2010, expand the definition of unsafe handgun to include semiautomatic pistols that are not designed and equipped with a microscopic array of characters that identify the make, model, and serial number of the pistol, etched into the interior surface or internal working parts of the pistol, and that are transferred by imprinting on each cartridge case when the firearm is fired.     MANDATORY SPAY/NEUTER (AB 1634)

    This bill would prohibit any person from owning or possessing any cat or dog over the age of 4 months that has not been spayed or neutered, unless that person possesses an intact permit, as defined. The bill would establish an intact permit fee in an amount to be determined by a local jurisdiction, and would require the revenue from these fees to be used for the administration of the local jurisdiction's permit program. The bill would become operative on April 1, 2008. (More info and talking points against the bill available at the above link.)

        Just glancing at the title, I thought it said Microstamping and Mandatory Spay/Nueter the Assembly.

        Sounds like a good idea to me. Keep track of em and make sure they can't reproduce.

              The Bradys keep pushing it.

              The only folks that introduce it are freshman/junior guys trying to make a mark (Feuer inherited some legislative aides from Koretz).

              Most all of the gun bills this session are that way - little or nothing of the bad stuff is sponsored/originated by senior folks.

              And Carole Midgen's 'delivered gun' paperwork may go sideways for her if combined with the instant check for ammunition: this pretty much eviscerates any need for 10 day waiting period for firearm purchase or transfer for folks already proven to own guns and who pass instant check.

                I'm attempting to craft my very first email to my assembly person regarding the microstamping bill.

                I find that I'm not very good at wordsmithing such documents.

                Is it ok just to ask for a no vote, or am I better off asking for the no vote and stating some reasoning.

                Are there some general type comments that are good to include along with specifics to this bill?

                  Hmmm...
                  Just write an email with the subject line of OPPOSE or SUPPORT (then insert the bill/resolution number)

                  In the body of your email state

                  Please oppose/support (insert bill/resolution #).

                  If you feel creative put bullet points that support your position. (Although the word is that beyond the support oppose they don' really read or RESPOND to your emails)

                  Thank them for their time and leave your first and last name, address and phone number at the bottom.

                    According to the May 2007 study by UC Davis there are serious reliability problems with the ID Dynamics technology upon which the microstamping legislation is based. It says, that microstamping "...does not work well for all guns and ammunition tested in a pilot study by researchers from the forensic science program at UC Davis..." Tests were performed with ".22, .380 and .40-caliber handguns, two semi-automatic rifles and a pump-action shotgun." The study reports "a wide range of results depending on the weapon, the ammunition used and the type of code examined."
                    It is poor technology that might only show which gun was used but it can not and will never show which PERSON committed the crime! Just remember that criminals don't care if the firearm has a microstamping sytem in it, as they don't use their own guns to commit crimes, they steal them. Criminals don't buy guns through the DROS system, nor do they care about "safe handgun" microstamping legislation. They steal their guns including those that would have a microstamping system, as the stolen gun isn't registered to them anyway.

                    From using the CALNRA OneClick email link I found that 24 Assemblypersons responded. Assembly members Silva, Evans, De Leon, Price, Hancock send return emails stating that they will only accept email contacts through their website (contact page) but then will only accept those from individuals within their district.
                    Assemby members Davis, Coto, Arambula, Cook, Swanson, Beall, Hernandez, Soto, Torrico, Saldana, Solorio, Portantino, Ma, Nava, Jones, Huffman, Benoit, Tran send return emails stating that they receive emails from non-constituents but don't respond individually.
                    Feuer simply states that his office will be contacting me shortly.
                    I find it pretty funny for a person with the name of Curren Price to go into politics. His middle initial is not T.

                      oh heck , I am going to make an apointment with the vet to spay my guns next week . I will make sure that they can install the microstamp device on the cat as well . I should be good then , right ?

                        Just as a follow up to this... I'm quite supprised... My local assembly woman responded to me via snail mail with an update to the bill. It's got a real signature, not sure if it's hers though.

                        She didn't state her side, but said she would keep my views in mind... <shrug>

                        It was just nice to get a reply from her.

                          I introduced AB 1471 because of the 2,400 homicides committed annually in California (2004 Dept. of Justice data) more than 60% are committed with handguns, of which no arrest is made in approximately 45% of these crimes.

                          Microstamping is not an expensive technology. It would cost approximately 50 cents per gun and causes no inconvenience to law-abiding gun owners. AB 1471 would not require any new permitting or licensing requirements.

                          While we have differing viewpoints on this legislation, I believe that Los Angeles County Sheriff Lee Baca and Los Angeles Police Captain William Bratton would only support bills that would help to solve crimes, and that is why I am proud to have their support, and the support of numerous other law enforcement agencies and officials in California.

                            A bill to link spent bullet casings to guns would help solve crimes.

                            CRIME SCENE investigators can often match spent bullet casings to the handguns that fired them — but only if they have the guns. They often don't, and have few clues where to look for them. That leads to dismal statistics like these: No arrests were made in 45% of the more than 1,400 homicides committed with handguns in California in 2004.

                            Now the Assembly is poised to consider a bill that would help police trace fired bullets to the last registered owners of the weapons, and perhaps to the people who pulled the triggers. AB 1471 would require makers of semiautomatic handguns sold in California, beginning in 2010, to use "microstamping" technology to mark cartridges with unique identifiers as they are fired. The Legislature should pass this sensible crime-solving bill and send it to Gov. Arnold Schwarzenegger for his signature.

                            Gun-rights advocates, who often oppose any technology or system to identify gun buyers, present a bevy of trumped-up reasons to block this measure. Some argue that firing pins can be filed down. The bill addresses that by requiring microscopic markers on other components of the weapon that continue to transfer identifiers to the cartridges even if the firing pin is tampered with. Others claim that gun-toting criminals will gather used cartridges from firing ranges and scatter them at crime scenes to cover their trail. Ridiculous. They could do that now, but they don't. Even if they did with marked bullets, police would have to work harder to identify the gun owner but would still be ahead of where they are now.

                            These objections mask what really alarms opponents: Buyers of microstamped guns will be less willing to resell, off the books, to those who can't or won't register. That concern is yet one more reason to pass this bill and put it to work solving crimes.
                            Opinion states it's "ridiculous" that criminals would gather spent casings.
                            That may or may not be true, but kids pick things up all the time and
                            if there's a buck to be made on the black market, most street smart
                            kids know EXACTLY what to look for and where to sell it.
